To help familiarize you with the Town of Henniker’s Town Clerk/Tax Collector’s Office, here is some general information you need to know. The town clerk’s office registers automobiles, trucks, RVs, boats, trailers and motorcycles. They are the keepers of the vital records, such as birth, marriage and death records. They also register dogs. The tax collector’s responsibilities are to collect all monies for property taxes, water and sewer bills, yield and excavation taxes, and Land Use Change Taxes. VEHICLE REGISTRATION / LICENSE PLATES: New residents to the state have 60 days to transfer their vehicle registration and obtain a N. H. driver’s license. When registering your vehicle at the town clerk's office for the first time in New Hampshire, you must provide proof of residency such as a utility bill or rental agreement. When re-registering your vehicle at the town clerk’s office, please be sure to bring your last year’s registration. Please note, on a newly registered vehicle, a state inspection is required within 10 days of registering your vehicle.
BOAT REGISTRATION: Henniker is one of the few towns in New Hampshire that can process a Boat Registration. Any boat that has a motor is required to be licensed in the State of New Hampshire. You do not have to be a Henniker resident to register with us.
MARRIAGE LICENSES: To be married in New Hampshire, you do not have to establish residency. A couple wishing to marry in the State of N. H. may complete a marriage application in any N. H. city/town clerk’s office regardless of their place of residency. This includes out-of-state residents as well. Once a valid marriage license is issued, the couple will be free to marry within any city/town in New Hampshire. The cost of the license is $45. After the required 3 day waiting period, the license may be picked up at the town clerk’s office. It is valid for 90 days from the date of filing. Birth certificates, final divorce papers, or death certificates, whenever applicable, must be presented before the license is issued.
DOG LICENSE: Any dog 3 months old or older is required by N. H. law to have a current license. All licenses expire annually on April 30th. Owners must present a valid rabies certificate at the time of licensing. Failure to follow this procedure by June 1st will result in a $1.00 penalty for each month the owner is delinquent.
TAX BILL – FREQUENTLY ASKED QUESTIONS:
What is the tax year? In the State of New Hampshire, the tax year runs from April 1st through March 31st. Assessments of your property are recorded as of April 1st of each tax year. Any new construction, addition, deck, subdivision, etc. is assessed by the town’s assessor between January and March to be the new value of your property.
What is the tax rate? The anticipated tax rate is established annually and is broken down by Town, School, State School, and County. The rate is then applied to every thousand-dollars worth of assessed value of the property. For example, if lot. The tax rate for 2009/10 is as follows:

How often will I be billed?: There are two tax bills per year. The first bill of the year (due in July) is an estimate, based on one half of the previous year’s tax. This tax bill, printed and mailed out near the end of May, is usually due July 1st every year. The tax rate is set in the fall of the year, after which the final bill is printed. The final bill is calculated using the new rate multiplied by your property’s assessed value as of April 1st less any payments made to the first bill. The tax bill is usually sent within the first two weeks of November, taxes are due in December. If your taxes are paid by your mortgage company, it is your responsibility to forward the tax bill to them.
What if I don’t get a tax bill? Bills are sent, by state law, to the address of the last known owner. The assessor’s office updates its ownership records according to the transfers received from the Merrimack County Registry of Deeds. The deeds are sent to the assessor’s office the month following recording. The address on the deed is the address we use. Your attorney or closing company should have checked the status of taxes due on your property prior to closing. However, it is your responsibility as the new owner to make sure they are paid and to advise us of your mailing address in writing. If you have questions about this, refer to your closing statement and/or give us a call. Interest at 12% per annum is charged on tax bills not paid by the due date.
What about Water and Sewer bills? If you have town water and/or sewer, you will be billed twice per year for each. Water bills are billed in arrears for the past 6 months. The billing cycle is: January - June, billed in July; and July - December, billed in January. The billing cycle for sewer is: October through March - billed in April; April through September - billed in October.
