To help familiarize you with the Town of Henniker’s Town Clerk/Tax Collector’s Office, here is some general information you need to know.  The town clerk’s office registers automobiles, trucks, RVs, boats, trailers and motorcycles.  They are the keepers of the vital records, such as birth, marriage and death records. They also register dogs.  The tax collector’s responsibilities are to collect all monies for property taxes, water and sewer bills, yield and excavation taxes, and Land Use Change Taxes.  Available at the Town Clerk/Tax Collector’s office:

Vehicle Registration / License Plates

All registrations require two checks or cash to complete the transaction. At this time, we do not accept credit or debit cards. Due to the diversity of any transaction the following information only reflects the most common occurrences.  As always, if you have any questions, please feel free to call us at (603) 428-3240.

 

New residents to the state have 60 days to transfer their vehicle registration and obtain a N. H. driver’s license.  When registering your vehicle at the town clerk's office for the first time in New Hampshire, you must provide proof of residency such as a utility bill, lease agreement or rent receipt.  If you do not have the title for your vehicle and your vehicle is 15 years old or newer, you need to provide us with the current out-of-state registration and the lienholder information along with your proof of residency. If you have a title for your vehicle and your vehicle is 15 years old or newer, you need to provide us with that title along with your proof of residency.  Please give us a call if you are unsure of which documents we require.

 

New residents from another town in New Hampshire need to provide proof of residency prior to any vehicle transaction such as a utility bill, lease agreement or rent receipt. Renewals are done during your birthday month. You need to provide us with a prior registration. Vehicles 15 years old or newer that are new to you require a title and a bill of sale or the blue copy of the N. H. title application.   

 

Registering a new vehicle. Vehicles 15 years old or newer that are new to you require a properly executed title and a bill of sale OR the blue copy of the New Hampshire title application.

 

Trailers with a gross weight of less than 3,001 pounds are exempt from title in New Hampshire. You must provide a bill of sale and a prior NH registration or a blue VIN Verification form (TDMV19A).

 

Trailers with a gross weight of 3,001 pounds and over require a properly executed title or MCO and a bill of sale OR the blue copy of the New Hampshire title application.

 

Renewals can be done by mail. Renewal letters are sent out on a monthly basis. A self-addressed, stamped envelope and the renewal letter or a copy of the registration is required along with two checks. We do not accept cash for mail-in renewals. To renew in person, please provide the renewal letter or the prior year’s registration with either cash or two checks.

 

Transferring license plates can only be done from same name to same name.  When transferring plates, you must surrender your current vehicle registration. If you do not have your current registration, you will be required to purchase a certified copy at an additional cost.

 

Title exempt vehicles: Vehicles that are 15 years old or older and trailers with a gross vehicle weight of less than 3,001 pounds are title exempt in the State of New Hampshire. Exceptions are heavy trucks with 3 or more axles with a gross weight exceeding 18,000 pounds, and truck-tractors regardless of the number of axles with a gross weight exceeding 18,000 pounds. Boat Registration

The Henniker Town Clerk is an authorized boat registration agent for the State of New Hampshire. You do not have to be a Henniker resident to register your boat with us.  Any boat that has a motor is required to be registered in the State of New Hampshire.  Sailboats over 12’ in length also need to be registered. Boat registrations follow the calendar year and expire on December 31st of the current year. As of 2008 everyone with a boat over 25 HP has to be safety certified. When you complete your boat registration in town, the town fees collected will remain in Henniker. If you mail your renewal forms directly to the State of New Hampshire, the town fees will not be forwarded to us and will remain with the State of New Hampshire.

 

To renew your boat registration you need to provide us with the old registration or the renewal notice sent to you by the State of New Hampshire.

 

To register a new boat you must provide us with a bill of sale or a properly executed title. Certificates of origin are accepted when accompanied by a receipt or bill of sale. Previous registrations are only accepted if properly signed over to the buyer. The buyer/new owner must appear in person with a valid driver’s license and must be at least 18 years of age.

Dog Licenses

Any dog 4 months old or older is required by N. H. law to have a current license.  Any adult dogs new to you or new to Henniker should be licensed immediately with the Town Clerk. All licenses expire annually on April 30th.  Owners must present a valid rabies certificate and proof of spaying/neutering, if applicable, at the time of licensing.  Failure to follow this procedure by June 1st will result in a $1.00 penalty for each month the owner is delinquent. The license may be obtained prior to the April 30th expiration date and are available in late January or early February. The fees are as follows:

$9.00  Male/Female

$6.50 Spayed Female/Neutered Male

$6.50 Dogs under 7 months 

$2.00 Senior Citizen (65+ yrs. – first animal only)

Vital Records

Certified copies of birth, marriage, divorce or death records are available to immediate family members only. A valid picture ID is required in order to process your request. A non-refundable fee of $15.00 is required by law for the search of any record. Each additional copy at that time will be $10.00 each.

To request a vital record by mail please include:

  1. a self-addressed stamped envelope

  2. a copy of the requester’s driver’s license or passport 

  3. a check or money order made payable to the Town of Henniker 

  4. a written application for record requested

  1. type of event (Birth, Marriage, Divorce, Death)

  2. date and place of event

  3. name(s) of registrant(s)

  4. name of applicant and relationship to registrant

  5. reason for request

Incomplete vital record requests will be returned to sender for missing item(s) thereby delaying the receipt of the document you are requesting.

 

Vital records cannot be returned electronically.

 

Unrestricted vital records for the purpose of genealogy research may be viewed anytime between 8 a.m. and 4:30 p.m. Mondays, Tuesdays, Wednesdays, and Fridays. Prior arrangements should be made to view these records between 4:30 p.m. and 5:30 p.m. on Mondays and the 2nd and 4th Saturday of the month between 10 a.m. and noon.

Marriage Licenses

You do not have to be a New Hampshire resident to get married in the state. You can obtain your marriage license at any Town Clerk’s office. The license costs $45.00 and is valid for 90 days. There is no waiting period to receive your license and no blood tests are required.  Both parties must appear in person with a valid photo ID (example: Driver’s license, passport, state issued non-driver ID).  Additionally, if either of you has been married before, proof must be provided of the divorce/annulment or death of the former spouse.  If the former marriage was dissolved by divorce, the State requires that we see the sealed final divorce decree or certified copy of the divorce certificate. If the former spouse is deceased, we will need to see a certified copy of the death certificate.

 

You and your future spouse will have to complete a worksheet that will be used by the Town Clerk’s office in preparing the marriage license. You will need to know the full names of your parents, including your mother’s maiden name, as well as your parents’ state or country on birth, etc. You also need to know your Social Security number. Please allow for about 30 minutes for the application process to be completed.

Elections / Voter Registration 

To register to vote in the Town of Henniker you must be at least 18 years of age, be a Henniker resident and a United States citizen (born in the U.S. or naturalized). You may register at the Town Clerk’s office during normal business hours up to 10 days prior to an election. Once the deadline to register at the Town Clerk’s office has passed you may register at the polls on Election Day. There is no minimum period of time you are required to have lived in the state before being allowed to register. You may register as soon as you move into your new community.
